I updated the Terraform for Mastodon on GCP in preparation for larger v4.3 changes and wrote instructions on how to generate the required `active_record_encryption_*` environmental variables.
Good to do right after upgrading to v4.2.13 since they will be required when v4.3 is released. (v4.3.0 is at release candidate 1 stage.)
