I think in the short term the only incentive to run a relay is to have priority access to the network.
In the long run, if nostr is successful, I think that relays will become free and a service layer will be monetized.
Just like how internet browsers used to cost $ in the 80s/90s, but then Microsoft made Internet Explorer free because they realized they could charge for things in the browser without charging for the browser itself.
