If true, the budget for road maintenance should rise in proportion to the 4th power of the road load, so that potholes, & puddles were a rarity rather than as now to be expected on every journey. Also whilst holes are unpleasant to care drivers, for other road users, potholes are potentially lethal, pedestrians & cyclists must be better cared for under new highway code.
So HMG will ignore it.
