I've seen the current state of things as temporary for quite a while.
Encrypted overlay networks might be possible, for a while. In that sense we'll be using the Internet the same way we used to use the POTS network with modems: if you know the right number to dial, you can find treasure.
But I think the big challenges are going to be maintaining and building communities, and discovery, not the underlying communications technology. If we solve those, it won't really matter what we use underneath, because we can just swap out the lower layers like BBSes moving from modems to telnet.
