Personally, for me I've been on both sides of the debate.
I think race is real, and there are obviously genetic, and cultural differences between different races, and ethnities, however, I think most of it boils down to individual choice.
Bad individual choices are made due to lack of information, or lack of resources, however there are genetic factors which predisposition people to engage in those behaviors.
Ultimately humans have free will, and will power to overcome their predispositions..
However, I would say there is a subsect of humanity that would struggle extremely with this task, primarily people of lower iqs.
And of course not to say low iq, or poor people can't make good decisions but it's drastically more difficult for them to do so.
