those apps should work on plasma too. They should all work on any wayland system that lets you reassign/shortcut keys. the only one that's specific is pactl vs wpctl, pactl is for pulseaudio (still works for pipewire with pipewire-pulse) and wpctl is for pipewire through wireplumber. Sorry if I confused you
