Yes, Japan officially proffered terms of surrender before the dropping of the bombs. I'm not familiar with all of the finer points of the offers, but I do know one of the key points was that the emperor would remain the head of state and a religious figurehead. Instead of entering negotiations over the terms, they just dropped the nukes because they wanted to, forcing Japan into an unconditional surrender.
