I think we had them in the bathroom in the basement where I lived as a kid in the 80s, but not in houses since. That house was built in 1965.

I guess the idea is to fill the basin before washing your hands? Or, as I usually did as a kid, move your hands back and forth between burning and freezing very rapidly 😁
