That's not even conspiracy though, some of the people who have put out disinfo conspiracies on JFK and 9/11 have CIA or Israeli ties. Cass Sunstein also said something to the effect of promoting disinfo bait a while back specifically about 9/11 truth. I extrapolate that out from those two cases to conspiracies as a whole because that seems like standard intelligence disinfo tactics.
