And the 4% is it going "OMG your battery hit emergency voltage level, I guess my estimate is wrongity wrong, you have a minute before I emergency cutoff the battery to prevent damage!"
To keep an accurate size of the battery life left, the chip needs to see a full charge/discharge cycle to "count" the electrons.
