Protocols and application layer can change the incentives if designed properly. I don't claim to have it figured out yet, but there's potential ways to:
1. Introduce mint listing fees / proof of burn
2. Limit amount on a single mint at one time to be below the amount put up
3. Have a protocol for publishing proofs that cheating took place, in addition to the WoT layer.
