By definition, yes, its more advanced, the Russians should know this considering this advanced weaponry from the West is what saved them in WW2. The Decadent West stuff just doesn't work considering their claim that they're fighting the West and can't defeat a fraction of it's power.
Unless there's a consequence like a massive land war in America in the time between those weapons being destroyed and being rebuilt then it makes no difference to our situation if they're destroyed or not because ZOG will have enough to hold us off either way.
