“The Ontario government’s appetite to protect the public’s health waned too early, in favour of returning society to “normal.” That resonated with the middle- and upper-classes, who were keen to return to their and their children’s routines. The government used the language of individualism to justify this shift. Gone were sentiments like “we are all in this together,” replaced by advice to assess and manage our own risk levels.”
