The Original Sin is that any election-related machinery has a network software stack, or networking hardware. At all. At all.
At the very least, any 'software update' should require a visit from a technician with a laptop and a USB stick. If a vote-counting machine has a network connection, it doesn't matter what network it links with, it's the goddamn internet. Could be an old dial-up modem, and it's possible to 'update' the software or vote tally at any time.
And of course, _all_ the software in an election-related computer should be open source, free, and verifiable. Anyone who is interested can review it and point out vulnerabilities.
