In my experience, there's not any greater problem with management in the NHS than elsewhere - there's a wider cultural malaise of promoting workers to managerial level for entirely the wrong reasons, and insisting that it's the only way to make career progress.
However, the impact of those problems is more immediately tangible in the NHS than other areas, because it's impacting lives rather than profits. I wonder if other public services have the same issues? I'd be surprised if they didn't.
