I personally thought that leaving more freedom to users is a good thing, since people need to take responsibility for their actions, and really, almost none of the users reporting to have been scammed have complained "at Bisq".
Yet considering the potential damage to the credibility of the platform stemming from this issue, holding the hand of the users with the upcoming change is looking like a needed change, after all anyone can still trade with anyone else outside of Bisq Easy if they so desire.
