Micropayments transfer value from one person to *another person*. Proof of work transfer value from one person to a *virtual/digital entity* via energy. From the perspective of the poster/sender, they look similar. From the perspective of the relay/receiver, it is entirely different. For micropayments, the receiver makes profit. For proof of work, the receiver makes no profit. That’s the different. Whether these incentive mechanisms work for spam deterrence is another question… personally, I don’t want to do proof of work on my phone for battery life. If I were a spammer, I could rent some power computer and generate pow with ease…
