If Newsom was asking "local" Gov'ts about fires in their counties and not getting answers - all he needed to do is contact his own Dept of Forestry. They would provide him with the proven, technical methods to prevent fires and give him details by county on what needs to be done.
We have a State Agency that backs up each local community agency in the State. It's how States work.
