I don't know the situation there but as a farmer I thikn it looks like a good idea. here in france farms are getting bigger and bigger . each time a farmer retire the land goes to another farm that just gets bigger instead of going to a young farmer who could start . small farms disappear quickly , soon every land will be own by very big farmers that don't work the land , they just own it and hire people to work it
young people who want to farm can't afford the land and evrything goes to people who already have too much land
