For me, the worrying trend is that the market wants monopolies granted by the government and regulation. So I see a 3 way split... the government wants, the official market wants... and the black market wants.
The question will then be... what does the majority, the public want, and if too many want the black market, the "product" of government cash will have no demand, and the market will in that case, want to have nothing with the government to do.
