The Navy has dealt with swam attacks. It's entirely possible the current Navy has forgotten very hard learned lessons.
Boat attacks would be less likely to succeed if there were still MARDET on all Navy Ships identifying and engaging threats far off. Thank William Jefferson Clinton for stopping it.
