Wouldn't data-driven be the idea that no prior agenda exists, and that the interpretation you currently hold comes from the data?
The data itself points at something. Sometimes it's murky, other times it's quite clear and unarguable, but there's something that you can get.
While the interpretation you make from the data can't be completely objective, if you create a theory FROM the data, and do not find data that supports a prior agenda, isn't it data-driven?
