This sounds like a really cool new feature. From the looks of things, it'll be only for links to moderator-approved sites, but globally later on. Of course, this feature is part of 4.3, which hasn't been released yet. As soon as it's available we'll have it here on #Fosstodon. I'm not sure what making a site moderator-approved is going to look like, but assuming it's not some weird thing, you can just ask someone on our moderation team and they can hook you up.
