I read Vance's speech. I found nothing objectionable in it, apart from his very tiring American insistence of talking about their prayers being with the Munich attack victims.
The only way one could interpret it as "minimising" external military and economical threats, is if one assumes such discussions to be zero-sum games, where only one thing can be true at a given time.
That's a childish assumption, or one made in bad faith.
