Governments didn’t know at first what they were dealing with and didn’t want millions of people dying under their watch. We slowly learned that the later variations of the virus were less deadly, but it’s difficult to stop a moving ship.
I do believe pharmaceutical companies played a role in forming the narrative, but I doubt most governments had malicious intent.
