Actually in this case it would be a simple matter of moving the deck out of the starting area to somewhere else.
Although the Horizons and NI powers are baked into the initial deck so I would have to separate those. If you're interested in that I could get started on moving them to their down decks after the fear cards. Though if I am being perfectly honest I don't really want to.
