Sometimes people in power are signaling something by using symbolism. I think Trump did this too recently. So below You'll see the picture of the US presidential seal as You all know it.
The eagle is facing the olive branch and this branch symbolizes peace. So showing the eagle looking at it means the preference is peace.
The arrows symbolize war.
This seal was changed in 1945 from the eagle looking at the arrows to the eagle looking at the olive branch.
So a seal with the eagle looking at the arrows signals war, but it could also signal going back to the values of the constitutional republic.
At the recent speech Trump did remotely to the WEF, the other picture below was shown in the background.
