Ah just like in real life. Sometimes the German Princes of the HRE would just vote on a Non-German to be Emperor (Usually some guy from Bohemia).
Charles V was both Holy Roman Emperor and King of Spain at the same time, kinda nuts, but I guess that's the power of Hapsburg inbreeding for ya.
