Whether foreigners dislike those laws is completely irrelevant, and changing your laws to accomodate foreigners is idiotic. Dubai locals are pretty happy with it, and most of them are wealthy, so Dubai is doing it right.

As for "just a plant", I doubt you want to have cannabis because you just like how the leaves look and enjoy looking at a potted plant on your balcony.
