"Nitrogen emissions" does not refer to the nitrogen gas in the atmosphere. It's byproducts of using nitrogen fertilizers, such as nitrous oxide and amonia, that are the problems. Run off into the ocean causes algea blooms, for example, and this has been known about for a while but no one was trying to regulate it.
