without a legal system, crying out to your community that someone attacked you allows a bespoke remediation of your injuries and proportional response to the person who did harm. worst case scenario, your community has no plan at all for dealing with people doing harmful acts and just whips up a vigilante mob every time someone steps out of line. someone gets beat or killed right away, whether or not they actually did anything.

but no one gets locked away in a cold place for decades.

literally *no plan for responding to harmful behaviors at all* sounds like an upgrade, a reduction in total unprovoked violence. but also there are many remediation strategies that are highly compassionate and effective at truly lowering all total violence (including at the places where the people with behavior issues go to learn new ways of peopling)

one proposal is a rehab commune. we start a place where dedicated crisis support people run a commune for the purpose of incorporating people who did something harmful. if they're picking fights, see how they fare with schooling and secure necessities and a lunch group with people specializing in holistic rehab; turning a person into part of a community that actually cares about each other.
if the person isn't cooperating with that commune they can take exile i guess; should always be an option to run your own solar farm a hundred km from anyone else and just not people at all if you're just not into it. but we'll remember your face and not let you back and we'll probably give word to the neighboring communes that you chose exile over rehab and they can decide how to greet you based on that
