It's very obvious when you are near, everyone knows it, but it's supposedly hidden as a radio broadcast. They call it "Radio America" and it actually broadcasts radio. But it has a huge area with several massive antenna towers. It's on an island so it obvious that's it's a rádio observer post. Maybe it doesn't count as there's no soldiers there? But definitely strategic location.
