I think Williams point (with which I concur) is not that this is a plausible policy, but rather that starting from that end of the spectrum might make a difference to the framing of the policy debate(s)... there is nothing fantastic about the debate(s) over IHT, other than the assumptions on which the popular perceptions seems to be based on (driven by erroneous press coverage of the issue)....you're also absolutely right, no IHT system would be without loopholes the rich would find
