Here are my 2 cents:
From my perspective, public relays fullfil a need for anyone to be able to publish and read posts for free. This is critical for freedom of speech.
But they don't need to hold posts forever. A 30 days retention policy would make sense, balancing the service towards freedom of speech with the realities of infrastructure costs.
If you want your posts to be available for more than 30 days, then you can pay for-profit relays to archive your content or you can stand up your own relay using your own infrastructure.
