I agree with your original post that apologizing well and expressing regret sincerely is a difficult and important skill. Sincere regret often only comes after people are on the same page (or close enough) about what actually happened and what really went wrong.
I hope people can get better at teaching each other how to apologize well and since (as you so correctly point out) it's such a missing link, have some grace and patience as everyone is trying to learn to do this better. 🙏🏻
