Because the Arab/Muslim world is too splintered and plagued with individual agendas and schemes to ever come together in mutual aid. They had the opportunity after WWI and again after WWII to secure a Palestinian state, but were to concerned with their own benefit (and stymied by Britain's own selfish stakes in the region) to affect anything positive for Palestine.
