The best policy regarding naked scanners I ever saw was in Dublin a few years ago: First you go through a metal detector. If that doesn't trigger, you're fine to move on. If it triggered, it's your choice: Naked scanner or manual pat-down. No pressure in one or the other direction. That sounded reasonable to me.
