I use a wifi hotspot instead of a phone. It is off most of the time. But, just like a phone, as soon as I turn it on my location is logged on the cellular network.
Most of the data that's been purchased by third parties and analyzed is gleaned from phone apps (Android or iOS), so if I am not using a mobile phone OS and use a Linux laptop instead with VOIP phone software, the data gathered on me is much less than if I used a regular Android phone.
