"content": "pardon, but america was not observing the legal principle of Declaration of War on its naval attacks against Germany in the atlantic ocean in summer 1941. It was quite hypocritical for America to refuse all offers of negotiation from Japan in Spring, Summer, and Fall 1941 and then claim that Japan has peformed an illegal act. Japan can even show that her diplomats were trying to deliver this declaration of war to Washington, which Washington never delivered to Berlin.",
