Not new, not necessarily new, but a demand that can't be ignored. Famine on its own doesn't seem to make much difference, the Pandemic suppressed more than it stimulated, multinational war always increases output and Climate Mitigation would require the same kind of intensity.
Of course in the last case suppressing activity works also.
With War it always comes suddenly, with Climate Mitigation it will be delayed and delayed.
