i have one of those shake flashlights and it's real dim but it does work, this is a similar principle. The light is probably white, so it might be a decent brightness. There may be a joule thief inside, but most likely a diode and a capacitor and a resistor only.
Do they still make the generators that can touch the tire to spin? that might be a fun project
