It’s a framed piece from a pharmaceutical manufacturer, gifted to Matsumoto Ryōjun, the first Surgeon General of the Imperial Japanese Army. After some research, I found out he was the person who, before Mori Ōgai, strongly opposed introducing barley rice into military meals despite its effectiveness against beriberi. His reasoning?
