They've also effectively prohibited doctors from recommending non-pharmaceutical treatments. If a substance not fda approved for some use, even if the script is cut for off label, it's pretty much a no go.
Many substances can't be patented, and therefore, will never be fda approved, because there's no incentive to pay for trails when anyone can sell it.
