SDXL is much better than SD1.5, but it suffers from an accessibility issue.
Very few people can actually use it (let alone train it) and even when they can they have to use low VRAM optimizations that make it slow as molasses. (Well, that or pay for it via a service or at least a cloud provider)
This impacts the people who can use SDXL because it's not receiving the level of open development that SD 1.5 has. So while the SDXL base is better, SD 1.5 is closer to reaching its full potential.
