can a normal burner burn it?
Yes, as long as you don’t burn over the edge. It’s just a smaller Mini CD. Since the track in a CD is a continuous spiral, the data only extends up to the edge that’s closest to the center, so for example the chips in your second picture don’t contain any data. Business card CDs can fit only tens of MB, see pic for the actual size of the burning area.
