Yes these are not exactly equivalent but if a post is reply gated, an ill intentioned mob can and will spread it by posting the link to it and may address the replies as direct posts mentioning the OP
then the response is indeed to block, restrict notification and post in private scope

wanting to reply to any visible post is not really more entitled than wanting to address everyone with a public scope post because of the decentralized nature of fedi
you can definitely ignore part of the posts, but the lack of authority on who can post means you can't really do that kind of policing

there's a parallel to draw with post scope and how some fedi software allows you to set a wider scope to a reply than the post you are replying to (aka replying to a private with a public post)
It's a known design problem that you can't solve without centralizing
the distributed nature of fedi sets in stone some limits on what features you can have, pointing out that the expected behavior is to use other non-equivalent features isn't out of ableism but because the proposed features require re-thinking core concepts of fedi
