"content": "Montreal has a “right of first refusal” policy. When an offer to sell property in Montreal is made, the city must be notified. The city has the right to buy that property, at the price offered + additional costs incurred, to build social housing. If Montreal follows Vienna’s policy, that property is removed from the speculative housing market. This reduces inflationary housing.
