I use em-dashes parenthetically—to set off an idea—especially where another set of commas would mess with the reader's clausal consciousness. I also use them to emphasize the end of a sentence instead of a comma—for something you really need to be aware of. I use a trailing em-dash for speaking or thoughts interrupted—
I—I admit that I—I stutter this way, though some people use dashes.
I use semi-colons; doing so close relates thoughts; readers may find this choppy but, when needed, I do it; it's not something I use an em-dash for.
En-dashes are a mystery to me, however.
