Russia spent that time putting huge amounts of effort into soft power projection and cultural/linguistic efforts. Our military is in a shit state but we did manage to screw up everything Russia has been doing in Eastern Europe for the last 25 years. I have no idea what that gets us when we should be gearing up for conflict with China.
