There's a whole archive of PS Vita roms in NoNpDRM format on archive dot org. There's a torrent, but like all torrents on the archive, it's broke and lacking seeders.
Their official python download library does throttle, which is fine. I can understand their need to preserve bandwidth. It's been a couple of days and I've got A-K. It hasn't stalled; still going. I wonder how long this will take.
